What does this PR do?

• Remove CheCluster v1 support
• Remove yaml templates to deploy on OpenShift
• Remove CheCluster conversion webhook while uninstalling Eclipse Che
• Add Eclipse Che Gateway pod bootstrap
• Created DevWorkspaceOperatorConfig to increase workspace startup timeout to 30m
