Update the Gemfile to use a version of Chef that allows Chef Zero 4.0

Well, this is frustrating. RSpec 3.2 changed the way shared examples are organized, which I think fixes a lot of the problems with them giving bogus stack traces. It's supposed to be backwards compatible, but the way we're sharing code in pedant is so insane that they probably couldn't have anticipated it. So I have this fix for pedant pending: chef-boneyard/chef-pedant#99

Also, disable cookbook artifact tests for now. Support for that is
forthcoming.
