WIP for experimental purposes - since we're using this to post UTF-8 documents, pass through all UTF-8 characters unmodified. Likely we'd want to expose this as a separate interface since it's a change in behavior - previously it would selectively replace single-byte utf-8 characters, but would not handle them correctly if they extended beyond a single byte.
