towards the in-kernel listener created by the in-kernel PM for a port based signal endpoint. Such connection will be never accepted; many of them can make the listener queue full and preventing the creation of MPJ subflow via such listener - its intended role. Explicitly detect this scenario at initial-syn time and drop the incoming MPC request.
