Description Of Changes

Adds information about how to use .NET 4.8 in a Docker container, how to install a specific CLI version and a GH issue that will help people who want to know the technical details of performance. And typos, grammar.

Motivation and Context

Just adding more context and info to the docs as people ask questions we haven'tr clearly addressed.
