[BLD]: save OTEL traces in artifact during CI #3378

Description of changes

Exports traces from Jaeger and saves to CI artifact so that people can inspect traces produced during a CI test run.

Test plan

How are these changes tested?

  • Tests pass locally with pytest for python, yarn test for js, cargo test for rust

Downloaded an artifact and imported traces for a service into Jaeger.

Documentation Changes

Are all docstrings for user-facing APIs updated if required? Do we need to make documentation changes in the docs repository?
