Manually update package.json and CHANGELOG.md v3

We had another bump in the road with our deployment pipeline so this updates package.json and CHANGELOG.md again so we can ensure the entire pipeline works.

The difference here is we're trying with the bot permissions set to maintain instead of write. This is supposed to give it the rights to push to a protected branch. 🤞
