I missed the following PR to main in earlier backports, because I mostly looked at changes to src/:

I also backported the first commit from #807 that adds more parsing tests, and parts from the second commit that added more tests.

This will help reduce merge conflicts with main in the future.

No functional change but makes this file self-consistent and consistent with the Dependabot docs.
Add more varying testing for most parsing functions.
Tests emphasize whitespace, literals, timezones, and timezone
delimiters (colons and whitespace).

Add tests for multiple-byte characters and combining characters
in and around data and parsing formats.

These tests are added to aid humans verifying the next commit that
changes parsing behavior.

@djc I would like to finish the merge of 0.4.x with main in #1169, and include the backports here have an easier base for merging the next time. Do you have some time to look at it?
