Code Review

This pull request adds support for the Megaeth blockchain. The approach of reusing existing Ethereum components for this EVM-compatible chain is sound, and the necessary wiring in the Go code and Protobuf files is done correctly. My main concerns are with the configuration files. It appears that generated files (config/chainstorage/megaeth/mainnet/*.yml) have been checked in, which is generally discouraged. Instead, only the source templates (config_templates/config/chainstorage/megaeth/mainnet/*.template.yml) should be part of the repository. I've also noted that templates for local and production environments are missing, and some generated files are being modified directly.
