Add Config Behavior to Show / Hide CISA Assessor Workflow Switch

🗣 Description

Added method to protected features dialog to conditionally show the CISA Assessor Workflow switch based on a new config behavior property. Defaulted this property to false on all config profiles except CSET / IOD.

💭 Motivation and context

Other skins are likely not interested in seeing this switch that is irrelevant to them / unclear what it actually does.
