dev/core#644 fix from address before calling hook

Overview

Reorder code from the previous fix for issue 644 so we fix the FROM address before calling the alterMailParams hook.

Before

Hook is called prior to fixing the FROM address.

After

Hook is called after fixing the FROM addredss

Technical Details

This is a simple code reordering commit.

Can see there is agreement between Jon and Brian on this one on #13407 and this makes sense to do Merging
