Part of #11377.

📝 Provide detailed reproduction steps (if any)

  1. Switch to ck/10812-document-list-editing
  2. Open documentlist manual test.
  3. Drag block image without caption into the paragraph.

✔️ Expected result

Image changes from block to inline.

❌ Actual result

It creates a new bullet point:
