The scope of this task is to build the theme-lark package using the new Rollup-based build system. It will be built differently than other packages, as it only contains CSS.

Use PoC #15331 (see branch ck/5672-poc-of-new-installation-method-with-project-references) as a reference.

Final implementation should emit additional CSS files with only the editor and content styles (editor.css and content.css).
