Provide a description of the task

It's a continuation of #17328.

This time, a build passed (https://app.circleci.com/pipelines/github/ckeditor/ckeditor5-dev/1302/workflows/4191d9e4-5c74-46b7-a2ac-8a4f1aea0a2c/jobs/2498), but reported several warnings.

I would try to increase the timeout between the re-publishing phase to allow the registry to propagate an uploaded package.

Internal (release-tools): Increases the timeout value between the publishing packages phase and republishing the failed ones. Closes ckeditor/ckeditor5#17329.

Internal: Changelog for v45.0.4.
