Provide a description of the task

After closing #2907 plugins can define which plugins are required but not automatically loaded by using plugin name.

If a plugin is available in builtinPlugins it will be loaded.

If a plugin is not available in builtinPlugins and was not provided in config.plugins the editor will throw an error.

This allows to explicitly define which plugin is required to properly run of a feature.

This will probably need nice errors provided by #8634.
