As CWA-2024-005 is released, we need to migrate wasmd to sdk46. This PR will be close due to that. |

Summary of changes
This PR updates wasmvm version to v1.5.4 which has fixes for CWA-2024-003 and CWA-2024-004.
Due to this is a concensus breaking upgrade, a upgrade handler is required.
