Validation display in admin customer editing inaccurately reflects state

Steps to reproduce

1. Log into Magento backend and edit an existing customer
2. Enter a new address
3. Provide a completely valid address (e.g. 4064 S Lone Pine Ave - Springfield, MO 65804-6605, United States)

Expected result

1. A modal should display indicating the address is already valid

Actual result

1. We are provided with a "valid" address option and the "original address" is missing the "state" value

Similarly, providing an "invalid" address will result in the "original" address being displayed with no "state" value.
