- Add code in backend to retrieve region list and assign value to address object
- Override base address validation in admin scope and update references
- Fixes issue Validation display in admin customer editing inaccurately reflects state #135

- Add code to retrieve list of countries with regions - Add code to retrieve matching data for selected country/region IDs
- Create unique instances of address-validation-form.js for backend and frontend
- Move address-validation-form.js back into base scope - Override base address validation in admin scope and update references
- Remove unnecessary references to new address validation form JS file
- Add back in necessary reference to replacement address validation form JS - Add exception handling to replacement address validation form JS
