None of described methods doesn't work. Please explain how to add new button: which configuration parameter of file need to be changed. Is it absolutely not clear from the description how make it working

How did you try to add a button? You need to study about managed storage system (and maybe enterprise policy) before this. Here is a PR adding some references and an example:

sorry, but it's absolutely not clear what do you mean about "managed storage for WebExtensions". I'm not professional extensions developer for thunderbird and not familiar with this storage. Which file i should edit and where put it?
