note cogent and xo provide internet connections to building and companies... I don't know specific ranges of their pure datacenter operations

You cannot blacklist transit provider space (xo/cogent) and things like inch.com/sslicny.com; these can and will contain non-DC space.

Since this is a very old PR, if no update is made today I will try to research the entries in the diff and cherry-pick the changes into a new commit crediting @armanddp. Then close this out afterward.

My landlord used to provide our building with internet access with Cogent. I remember our IP range was 38.110.218.128/25 and I remember being extremely aggravated when banned from certain sites that were banning 38.0.0.0/8. There was a period of time that I couldn't use freaking Yelp.
