- Bump Python constraint to 3.9 to allow current versions of dependencies to be installed - Bump Black and Ruff to latest versions - Explicitly specify the "check" subcommand for ruff in `make lint`, and add a `make format` option - Increment minor version

#15 added a try/except/pass wrapper that looked intended to handle invalid projects. Get a test in to work that code path.
Then bump dependencies and increment the package version.
