Upgrading to v45 fails during pre-start

check for "/var/vcap/packages/postgres-11.15/bin" failed: No such file or directory

This happens if going from v44 to v45 because during run_major_upgrade, the PACKAGE_DIR_OLD references 11.15, but v45 contains the 11.20 package.

You can roll back to v44 safely if you clean up the failed upgrade:

rm -rf /var/vcap/store/postgres/postgres-15.3
rm -rf /var/vcap/store/postgres/POSTGRES_UPGRADE_LOCK

Ensure that you still have the /var/vcap/store/postgres/postgres-11.15 folder before that though.
