Server start and stop and status

• develop the cms command with proper parameters to start and stop the server
• Review the start developed by Gregor and improve. Make sure the parameters are ok
• complete the start method
• implement the stop method
• implement a status
• develop pytests

After this is done

• create a docker file that allows us to start services in a container
