This PR adds icons in SVG for the lab extension. They are monochromatic logos that follow the UI theme color scheme.
I basically followed what is described in https://github.com/jupyterlab/jupyterlab/blob/main/packages/ui-components/README.md#how-to-create-your-own-custom-labicon
I have not changed/removed the existing icons in PNG as those are used in the notebook extension. Whenever both extensions are merged those might not be necessary any more.
