New alias create [alias] [alias command] syntax.

• Working code inspired by ideas in multi parameter support when creating new aliases #1750
• Maintains backward compatibility with alias [alias]=[alias command] syntax.
• Enhanced command line help.

I have tested this with all switches

alias /f alt_aliases.cmd alias=^^^^%userprofile^^^^%\desktop
alias /f alt_aliases.cmd alias create ^^^^%userprofile^^^^%\desktop
alias alias=^^^^%userprofile^^^^%\desktop
alias alias create ^^^^%userprofile^^^^%\desktop
alias /f alt_aliases.cmd /d alias
alias /d alias
alias /f alt_aliases.cmd /reload
alias /reload
alias /H
alias /h
alias/?

Cases where ^^^^%userprofile^^^^% should retain the envar in the alias and %userprofile% will resolve the envar into a value in the alias.
