MTD Validation: add efficiency plots for correct reco match

PR description:

This PR adds to the MtdTracksValidation class histograms for the computation of the fraction of tracks with time with correctly matched reco hit in MTD.

PR validation:

Code compiles, runs and produces expected results. Tested on

• wf 29607.0
• /RelValMinBias_14TeV/CMSSW_14_2_0_pre4-141X_mcRun4_realistic_v3_STD_RegeneratedGS_2026D110_noPU-v1/GEN-SIM-RECO
