Add new/modify (build + package) + deploy stage to accommodate the new indicator versioning Actions workflow #1747
Description
We have an excellent new indicator version file workflow (#1736) in Actions now 🎉
So that our excellent new version files make it into the production indicator deployments we will need to tell Jenkins to do a unique (build + package) + deploy on prod (currently we just grab whatever has already been built on main and deploy it).
