Deactivate USAFacts
Changelog
Delete usafacts directory and all files and directories within.
Delete usafacts jenkins build, deploy, package, test sh files.
Delete ansible/templates/usafacts-params-prod.json.j2
Remove usafacts portion from sir_complainsalot config files
Change python utils to use jhu-csse instead of usa-facts
Remove usafacts from Jenkinsfile and Python-ci
