Not clear which metrics are active/not active -- reformat

Top indicator is active; bottom indicator is inactive. The difference in formatting is too minor/buried to see at a glance. Users (Phil from SCCPHD) are having trouble finding full-length indicators.

We could:

• gray out inactive indicators. Gray color should still be dark enough to read
• add "inactive" with the indicator name
• add an active/inactive column
• color (red, etc) the current "signal is not updated" warning so it stands out.
