The current available threshold description for Quidel is insufficient

We set 50 to be the available threshold for Quidel signals.

For smoothed signals specifically, if we have counts smaller than 50, we will borrow fake counts from home states. However, we have a “max borrow count” which is 1/2 of the min count threshold. That means, we only conduct this geographical pooling strategy when count is smaller than 50 but larger than or equal to 25.
