• AndroidのターゲットSDKを更新する

• ターゲットSDKを31に更新
  • Azure Pipelineで使用できるXamarin.Androidが12.2が最新のため31にする
• AndroidプロジェクトのNugetパッケージを更新
  • Xamarin.Androidのバージョンに依存していたもので更新できるもののみ
• Azure PipelineのAndroidのビルド構成を修正
  • AgentをmacOS-12に変更
  • symlinkを最新の6_12_17に更新
