Scope	There are many addons that due just this, so there is demand. I think it would be better to consolidate optional features into one addon.
Side effects	Might change volume accidentally when trying to scroll.

hi @CyberOrdnance! we allow to set this as shortcuts, and i have proposed a more efficient UI for that here before in an open Issue thread. People who used youtube-enhancer might expect a button for this

My #2421 fix for #2403 #2406 requires every shortcut to have a real boy [keyboard button], alt ctrl shift and mouse wheel are only modifiers. With this change cant set a shortcut that would trigger on Wheel only. FIXED, scroll wheel only shortcuts work fine
