exclude live Livestreams from high playback speed

I set my playback speed to 3.0 for all the videos I watch on Youtube. As a result, youtubers who are livestreaming are set 3.0 speed and it results in stuttering and it's a pain to go back to the setting and chance it back to 1.0 playback speed and back to 3.0 after streams.
I'm suggesting that if the app detects a livestream, make the playback speed default to 1.0. If it's just a regular video playback speed is whatever the user set up previously.

issue is only with "live Livestreams" @victor-savinov
(thats why we edited this title😅. past live-streams are same as other videos _(=already premiered #906)
(Also added the word "high" to the titel, because it wont needs to apply to default speeds below 1.0 either/old/slow people)

(besides we could allow to bind any feature to conditions #899 (comment)
i.e. many possible meaningful checkboxes by default under the forced speed feature:
[x] inactive tab: (my speed) minus 20% [x] intro/outro +20%
[x] exclude music
[x] past-live streams +10% (often not dense/scripted)
[ ] ..
[ ] ??)
