原因は不明ですが、 79f374c をローカルで動かそうとすると、

Decidim.icons.register(name: "line-fill", icon: "line-fill", category: "system", description: "", engine: :core)

を登録してくれ、と言われてエラーになるようでした。
そこでとりあえず上記をconfig/initializers/decidim.rbに追加するととりあえずbin/devで起動するところまでは動作するようです。
