Adding collated LICENSE file at the root directory.

The Github API to fetch license does not work for the repository. It works only if the license for the repository is present at the root level as per https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/licensing-a-repository#determining-the-location-of-your-license.

Seems like the repo has two variations available for every artifact that it prodcues, one with the ASL i.e. Apache Software License (for example, https://mvnrepository.com/artifact/org.codehaus.woodstox/wstx-asl) and the other with LGPL i.e. GNU Lesser General Public License (for example, https://mvnrepository.com/artifact/org.codehaus.woodstox/wstx-lgpl). Both the artifacts are functionally equivalent, the only reason behind this demarcation is to provide freedom of usage subject to license restrictions.

(Please note that the Copyright year and owner fields have been intentionally left empty since Google LLC doesn't own this repository)
