Description

GitHub Package Registry now also supports maven snapshots meaning we can now after starting to publish release packages in #133 also publish snapshots which represent the current state of the develop branch.

Publish SNAPSHOT packages of develop on successful ci

Closes #170

Doesn't work as of yet, because sbt is handling SNAPSHOTs in a way
that is different to maven and thus not currently not supported
by Github Packages Registry
