Orgs selector dropdown can show zero items

This happens when the user has access to only 1 organization and does not have permissions to create an organization

The org selector should be displayed in a disabled state when no items in the dropdown would appear.

I'd call this a nice-to-have for GA since it only applies to a few roles / permissions.
