Site-wide built-in roles popover should be updated to include organizations related permissions

Currently site-wide roles have various permissions related to organizations features:

• members
• groups
• custom roles
• idp-sync
• provisioners
• org settings

These permissions are not mentioned when assigning roles.

I'm wondering if we want to wait on this one until we have the docs we've been talking about in place, so that they can just link there, rather than info dumping about the intricacies of our permission model in this tiny little dialog
