refactor URI handler to not require the build number

Is it possible to get the download URL for the latest version?

Can we skip requiring the build number i.e. ide_build_number in the URI to launch JetBrains gateway?

Makes sense, so if the build number is omitted we default to the latest.

Yes. We should default to the latest. I want our JetBrains module not to require asking for a build number and a user should just ask for the version they want i.e. version = "2024.3"
