NOTE: This PR does NOT harmonize "--disable-shared": Most workflows use the same "ADD_BUILD_ARGS+=( --static --with-lapack='-llapack -lblas -lgfortran -lquadmath -lm' )", but MibS and SYMPHONY use "ADD_BUILD_ARGS+=( --disable-shared )". See discussion
