Add Primer to ecosystem (Facilitator + Client & Server SDK)

Adding Primer Systems to the x402 ecosystem with two entries:

1. Primer Facilitator

Category: Facilitators

x402 v1 & v2 facilitator on Base, with full ERC-20 support - not just EIP-3009.

2. Primer SDK

Category: Infrastructure & Tooling

TypeScript & Python SDKs for payers and payees, with full ERC-20 support. x402 v2, multi-chain, plus testing utilities with a mock facilitator.

Hi there! Please unify the two the 'Primer Client SDK' and 'Primer Server SDK' into one submission. You can have a separate facilitator submission and that's fine but for the rest of the ecosystem page we ask that you unify the services under one submission to avoid duplicates on the site. I tested the facilitator and it's working, thanks for contributing! Looping in @phdargen to test the SDK before we merge it in.
