AGNOS 11.4/11.3 slower NetworkManager calls

The 11.3/11.4 AGNOS update causes many NetworkManager calls to be much slower now, so there may be ui networking regressions. For example: once immediate, forgetting connections will now always take 3s and time out.

Close after going through the WifiManager to fix any user experience regressions by switching to asynchronous calls
