cage: Add recipe

Specify library name and version: cage/0.1.5

Cage is a kiosk compositor for Wayland.

Since I've migrated wlroots to version 0.17.1, I'm waiting for the next release of cage which will support this.

Requires:

• wlroots: Add recipe #20543
• pixman: Add version 0.42.2 #20190
