Installation fails with Python 3.7 and PyYAML 3.12 due to yaml/pyyaml#126.

I can't recall any reason why PyYAML should be restricted to not update to 3.13, so I am ok with it. Please @lasote confirm.

Should we enable python 3.7 in CI at least for one OSS? @memsharded

Yes, I think so, now is the 3.X python default version.
