Mark latest Fiona build for Windows as broken

See conda-forge/fiona-feedstock#191 and conda-forge/fiona-feedstock#192: after the latest rebuild of fiona (it was only a rerendering, no package version update), there have been several reports of the package being broken on Windows. I don't know why this is happening, but until we figure this out, it might be nice to mark this as broken (since the previous build of the same version works just fine for Windows users).

Checklist:

• Make sure your package is in the right spot (broken/* for adding the
  broken label, not_broken/* for removing the broken label, or token_reset/*
  for token resets)
• Added a description of the problem with the package in the PR description.
• Added links to any relevant issues/PRs in the PR description.
• Pinged the team for the package for their input.
