Drop 1.10.x branch from ABI migrations

The last non-bot change to the 1.10.x branch was PR ( #148 ) from January 8, 2021 (2 years ago!). The rest of the bot changes are updating conda-forge.yml.

Globally hdf5 is pinned to 1.12.1.

Also the 1.10.x branch is getting pinning migrations ( like OpenSSL 3 #168 ), which are holding up closing those out.

Given all this, think we should drop the 1.10.x branch from ABI migrations.
