Merged the OpenSSL 3 migration PR ( #4 ) into this one

Almost all the ruby 3 PRs broke because there seems to be something that changed structurally where certain files get installed. So it would be good to focus on getting ruby 3 to work here with openssl 1.1.1 first, and then hopefully openssl 3 falls out automatically. The combination ruby <3 and openssl ==3 needs to be skipped.
