This PR implements a test command and RPC API to test the deployment of IPC actors into Lotus in runtime. It also includes an updated bundle with some fixes on actors, and a new version of
go-ipc-types.The idea of this command and the IPC API is to be used for testing/debugging purpose, we don't expect the IPC agent to interact directly with it. However, if we see that for certain operations we need to abstract some IPC-specific logic behind this IPC-specific API, we already have it in place.
