This patch adds Go language bindings to the spec in order to use to validate the specification's workflows. Additionally a skeleton structure was added for future Cxx bindings.

This PR is dependent upon #74 and will be rebased once #74 is merged.

This patch versions the generated CSI protobuf and provides a Travis-CI
build step that will verify the protobuf is up-to-date before allowing
any changes to be merged.
