Issue Description

--file, -f=Containerfile
Specifies a Containerfile which contains instructions for building the image, either a local file or an http or https URL. If more than one Containerfile is specified, FROM instructions are only be accepted from the last specified file.

Steps to reproduce the issue

$ podman build --file=https://raw.githubusercontent.com/containers/buildah/main/tests/bud/base-with-arg/Containerfile .

Describe the results you received

Error: stat /var/tmp/libpod_builder598674354/build/https:/raw.githubusercontent.com/containers/buildah/main/tests/bud/base-with-arg/Containerfile: no such file or directory

Describe the results you expected

The Containerfile is pulled from the web and used.

Podman build --remote is translating https://path as if it was a file
path. This change will leave it as a URL so it can be parsed on the
server side.
